Illegal Order v. Ordinance Expenditures from STL County Council
In 2022, St. Louis County Council passed an ordinance allowing certain items/appropriations to be approved via order instead of ordinance. See previous post here: Order v. Ordinance. This ordinance alters powers granted to the council in the Charter. Other than for the three reasons set forth below in §2.190 of the St. Louis County Charter, the council is not allowed to spend money via order. Pursuant to Article X of the St. Louis County Charter, charter changes are to be presented to the voters.
